LEGISLATIVE COUNSEL'S DIGEST
The California Global Warming Solutions Act of 2006 designates the State Air Resources Board as the state agency charged with monitoring and regulating sources of emissions of greenhouse gases. The act requires the state board to prepare and approve a scoping plan for achieving the maximum technologically feasible and cost-effective reductions in greenhouse gas emissions and to update the scoping plan at least once every 5 years.
This bill would state the intent of the Legislature to enact legislation that directs the state board to support local governments on specific components of those local governments’ climate action plans.

The people of the State of California do enact as follows:
SECTION 1.
Section 38567 is added to the Health and Safety Code, to read:38567.
(a) For purposes of this section, “Low-Carbon Fuel Standard” means the Low-Carbon Fuel Standard regulations (Subarticle 7 (commencing with Section 95480) of Title 17 of the California Code of Regulations).It is the intent of the Legislature to enact legislation that directs the State Air Resources Board to support local governments on specific components of those local governments’ climate action plans.
