Whereas, the October 2018 report entitled "Special Report on Global Warming of 1.5 degrees Celsius" by the Intergovernmental Panel on Climate Change and the November 2018 Fourth National Climate Assessment report found that human activity is the dominant cause of observed climate change over the past century; and

Whereas, this climate change is a cause of rising sea levels and increasing wildfires, severe storms, droughts and other extreme weather events that threaten human life, healthy communities and critical infrastructure; and

Whereas, global warming at or above two degrees Celsius beyond preindustrial levels will cause mass migration from the regions most affected by climate change and will result in more than $500,000,000,000 in lost annual economic output in the United States by the year 2100; and

Whereas, by 2050, wildfires will annually burn at least twice as much forest area in the western United States than was typically burned by wildfires in the years preceding 2019; and

Whereas, by 2050, there is an expected loss of more than 99 percent of all coral reefs, and more than 350,000,000 people globally will be exposed to deadly heat stress; and

Whereas, global warming at or above two degrees Celsius may cause up to $1,000,000,000,000 in damage to public infrastructure and coastal real estate in the United States; and

Whereas, global temperatures must be kept below one and one-half degrees Celsius above preindustrial levels to avoid the most severe impacts of a changing climate.  Greenhouse gas emissions from human sources must be reduced by 40 to 60 percent by 2030 and net zero global emissions must be achieved by 2050; and

Whereas, historically responsible for a disproportionate amount of greenhouse gas emissions, the United States must take a leading role in reducing emissions through economic transformation; and

Whereas, climate change, pollution and environmental destruction have exacerbated systemic racial, regional, social, environmental and economic injustices by disproportionately affecting indigenous peoples, communities of color, migrant communities, deindustrialized communities, depopulated rural communities, the poor, low-income workers, women, the elderly, the unhoused, people with disabilities and youth; and

Whereas, climate change constitutes a direct threat to the national security of the United States by impacting the economic, environmental and social stability of countries and communities around the world and by acting as a threat multiplier.

Therefore

Be it resolved by the Senate of the State of Arizona, the House of Representatives concurring:

1. That the Legislature supports action by all levels of government, including state government, to enact policies that will achieve net zero greenhouse gas emissions through a fair and just transition for all communities and workers and secure, for all Arizonans for generations to come, clean air and water, climate and community resiliency, healthy food, access to nature and a sustainable environment.

2. That the Legislature supports developing climate policy through transparent and inclusive consultation, collaboration and partnership with frontline and vulnerable communities, labor unions, worker cooperatives, civil society groups, academia and businesses.
