SENATE BILL 1591

 

 

 

AN ACT

 

Establishing the study committee on nurse continued competency.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Nursing; continued competency; study committee; evaluation; report; appropriation; delayed repeal

A.  The Arizona state board of nursing shall establish a study committee on nurse continued competency to evaluate and report on the following relating to maintaining nursing competency:

1.  The adequacy of the nurse practice act requirements in supporting a nurse's ability to demonstrate competency when renewing a license.

2.  The empirical evidence to support requiring a specific number of hours of continuing nursing education annually to support the safe practice of nursing.

3.  The efficacy and feasibility of clinical simulation in assessing continued competency.

4.  The use of multiple pathways to demonstrate continued competence via continuing nursing education, work experience, certification or self‑study or any other mechanism.

B.  On or before December 1, 2020, the Arizona state board of nursing shall submit the report required by subsection A of this section relating to maintaining nursing competency to the governor, the president of the senate, the speaker of the house of representatives and the chairpersons of the health and human services committees of the house of representatives and the senate and shall provide a copy to the secretary of state.

C.  The sum of $60,000 is appropriated from the board of nursing fund established by section 32‑1611, Arizona Revised Statutes, in fiscal year 2020‑2021 to the Arizona state board of nursing for the purposes of this section.

D.  This section is repealed from and after June 30, 2021.
