amending title 28, Arizona Revised Statutes, by adding chapter 28; relating to transit workers.

Be it enacted by the Legislature of the State of Arizona:

Section 1. Title 28, Arizona Revised Statutes, is amended by adding chapter 28, to read:

CHAPTER 28

STATE TRANSIT FRONTLINE WORKFORCE TRAINING CENTER

ARTICLE 1. GENERAL PROVISIONS

START_STATUTE28-9231. Definitions

In this chapter, unless the context otherwise requires:

1. "center" means the state transit frontline workforce training center.

2. "Human capital" means the knowledge, talents, skills, abilities, experience, intelligence, training, judgment and wisdom possessed individually and collectively by the frontline transit workforce, including operations, maintenance and administrative personnel.END_STATUTE

START_STATUTE28-9232. State transit frontline workforce training center; grants

The director shall establish the state transit frontline workforce training center. The center shall:

1. Target rural and urban transit systems in this state.

2. award grants to a nonprofit organization with a demonstrated capacity to develop and provide transit career ladder programs through labor-management partnerships and apprenticeships throughout this state to carry out the duties prescribed by section 28-9233.

3. Be dedicated to the needs of the frontline transit workforce through standards-based training in the maintenance and operations occupations.END_STATUTE

START_STATUTE28-9233. Duties

The center shall develop and conduct training and educational programs for frontline local transportation employees who are engaged in government-aid public transportation work.  THe training and educational programs may include courses in recent developments, techniques and procedures related to the following:

1. Developing consensus training standards in partnership with industry stakeholders for key frontline occupations with demonstrated skill gaps.

2. Developing statewide systems of qualification and apprenticeship for transit maintenance and operations occupations.

3. BUilding local, regional and statewide transit training partnerships to identify and address workforce skill gaps and develop skills needed to deliver quality transit service and support employee career advancement.

4. developing programs for training of frontline workers, instructors, mentors and labor-management partnership representatives in the form of classroom, hands-on, on-the-job and web-based training.  Training may be delivered at a state center regionally or at individual transit agencies.

5. Developing training programs for skills related to existing and emerging transit technologies such as zero-emission buses.

6. Developing improved capacity for safety, security and emergency preparedness in local transit systems and in the industry as a whole through both:

(a) Developing the role of the frontline workforce in building and sustaining safety culture and safety systems in the industry and in individual public transportation systems.

(b) Training to address frontline worker roles in promoting health and safety for transit workers and the riding public.

7. Developing local transit capacity for career pathways partnerships with schools and other community organizations for recruiting and training underrepresented populations as successful transit employees who can develop careers in the transit industry.

8. Conducting and disseminating research to do all of the following:

(a) Provide transit workforce job projections and identify training needs and gaps.

(b) Determine the most cost-effective methods for transit workforce training and development, including return on investment analysis.

(c) Identify the most effective methods for implementing successful safety systems and a positive safety culture.

(d) Promote transit workforce best practices for achieving cost-effective, quality, safe and reliable public transportation services.END_STATUTE

START_STATUTE28-9234. Coordination

THe director shall coordinate activities under this chapter to the maximum extent practicable with the department of economic security and the department of education.END_STATUTE

START_STATUTE28-9235. Database

To implement this chapter, the director shall establish a statewide transit database to collect either human capital data or physical capital data on an annual basis.  The human capital data or physical capital data shall be collected and defined with industry input.END_STATUTE
