AN ACT

 

Providing for a report by the department of economic security relating to child abuse and neglect.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Child protective services; reports of abuse and neglect; triage system 

A.  On or before October 31, 2013, the department of economic security shall develop a program plan to establish a triage system to process reports of child abuse and neglect.  The program plan shall include timelines and funding needs and sources and shall provide for a variety of mechanisms for responding to reports of child abuse and neglect, including collaborative partnerships between the department, community social service agencies, family support programs, law enforcement agencies, developmental disability agencies, substance abuse treatment entities, health care entities, domestic violence prevention entities, mental health service entities, schools, faith‑based organizations and other community agencies.

B.  The triage system shall:

1.  Accept, screen and assess reports of abuse and neglect to determine which reports require an intensive intervention, including for referral to another agencies or programs.

2.  Provide, either directly or through referral, a variety of community-linked services to assist families in preventing child abuse and neglect.

3.  Provide further investigation and intensive intervention if a child's safety is in jeopardy.

C.  The plan shall address funding needs and opportunities, including the opportunity to submit a title IV-E waiver request as authorized by section 1130 of the social security act to the United States department of health and human services.

D.  On or before October 31, 2013, the department of economic security shall submit a report of its program plan and triage system to the governor, the speaker of the house of representatives and the president of the senate and shall provide a copy of its report to the secretary of state.
