AN ACT
Establishing the maternal mental health advisory committee.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Maternal mental health advisory committee; membership; report; delayed repeal
A. The maternal mental health advisory committee is established to recommend improvements for screening and treating maternal mental health disorders.
B. The director of the Arizona health care cost containment system or the director's designee shall serve as chairperson of the advisory committee. The director shall appoint the following additional members of the advisory committee:
1. A representative of a contractor from each geographic service area designated by the Arizona health care cost containment system.
2. A representative of Indian health services.
3. A representative of an organization that provides direct peer support to families and training to professionals concerning perinatal mood and anxiety disorders.
4. A representative of a local organization that specializes in diagnosing and treating perinatal mood and anxiety disorders using evidenced-based and trauma-sensitive therapies.
5. Two obstetricians, one of whom is a maternal fetal medicine specialist, who are licensed pursuant to title 32, chapter 13 or 17, Arizona Revised Statutes.
6. Two pediatricians, one of whom is a neonatologist, who are licensed pursuant to title 32, chapter 13 or 17, Arizona Revised Statutes.
7. A psychiatrist who is licensed pursuant to title 32, chapter 13 or 17, Arizona Revised Statutes.
8. A neonatal nurse who is licensed pursuant to title 32, chapter 15, Arizona Revised Statutes.
9. A nurse midwife who is certified pursuant to title 32, chapter 15, Arizona Revised Statutes.
10. A mental health registered nurse practitioner who is licensed and certified pursuant to title 32, chapter 15, Arizona Revised Statutes.
11. A hospital social worker who works with obstetric patients.
12. A representative from a law enforcement agency in this state.
13. A representative from a correctional facility in this state.
14. Two representatives of nonprofit organizations that provide education, services or research related to maternal mental health.
15. Two representatives from organizations that represent hospitals in this state.
16. A representative from the department of health services maternal health program.
17. A representative of a health care insurer as defined in section 20-244.05, Arizona Revised Statutes.
C. On or before December 31, 2022, the advisory committee shall submit to the chairpersons of the health and human services committees of the house of representatives and the senate, or their successor committees, a report with recommendations concerning improvements for screening and treating maternal mental health disorders. The advisory committee shall provide a copy of this report to the secretary of state.
D. This section is repealed from and after June 30, 2023.
