A CONCURRENT RESOLUTION

 

supporting the arizona corporation commission in its approval of rules to increase the use of energy efficiency programs.

Whereas, the Arizona Corporation Commission recently approved rules to increase the use of energy efficiency programs by Arizona's utilities and their customers; and

Whereas, these rules are a common-sense solution to reducing energy costs.  If approved by the Secretary of State and endorsed by the Arizona Attorney General, the rules will require public utility companies to design Demand Side Management (DSM) programs that are cost-effective and promote energy efficiency, load management or demand response; and

Whereas, DSM programs include weatherization, home energy audits, promoting the use of compact fluorescent bulbs and replacing older home appliances with more efficient models; and

Whereas, DSM programs promote tools and incentives for customers to reduce their energy use, resulting in lower energy bills and more effectively managing peak demand periods. Further, the resulting energy savings prevent the need to build more generation and transmission infrastructure, keeping costs down for everyone; and

Whereas, the new rules would require Arizona's public utilities to achieve annual energy savings of at least 22 per cent by 2020, with the savings to increase incrementally each year; and

Whereas, implementation of the new rules include all classes of ratepayers-commercial, industrial and residential—and will make Arizona a leader in energy efficiency efforts.

Therefore

Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring:

That the Members of the Legislature support the Arizona Corporation Commission in its approval of energy efficiency rules.
