AN ACT

 

amending title 38, chapter 4, article 4, Arizona Revised Statutes, by adding section 38‑651.06; relating to public officers and employees.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Title 38, chapter 4, article 4, Arizona Revised Statutes, is amended by adding section 38-651.06, to read:

START_STATUTE38-651.06.  State employee health insurance; wellness programs; incentives

A.  In procuring health and accident coverage for active and retired officers and employees of this state and their dependents pursuant to sections 38-651 and 38‑651.01, the department of administration may offer wellness programs to active and former officers and employees who participate in the health and accident coverage.  An active or former officer or employee of this state or an officer's or employee's dependents may participate in the wellness programs on a voluntary basis.

B.  The department may design the wellness programs offered pursuant to this section using participation incentives or attainment incentives based on appropriate biometrics.  The department may design financial incentives for participation in the wellness programs that are consistent with state and federal laws. Sec. 2.  Implementation of wellness programs

The department of administration may implement the wellness programs prescribed pursuant to this act during the health and accident insurance open enrollment period in fiscal year 2013‑2014.
