AN ACT

 

amending Title 15, chapter 1, article 1, Arizona Revised Statutes, by adding section 15-119; relating to public schools.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Title 15, chapter 1, article 1, Arizona Revised Statutes, is amended by adding section 15-119, to read:

START_STATUTE15-119.  Schools; unfunded mandates; prohibition; sustainable funding source; fiscal analysis

Beginning in 2020:

1.  the legislature may not enact any unfunded mandate on public schools. 

2.  Every legislative measure that is introduced and that has a fiscal impact on public schools must contain a sustainable funding source.

3.  The staff of The joint legislative budget committee shall prepare a fiscal analysis of every legislative measure that is introduced and that has a fiscal impact on public schools.END_STATUTE
