AN ACT
amending title 41, chapter 12, article 3, Arizona Revised Statutes, by adding section 41‑1744; relating to the department of public safety.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 41, chapter 12, article 3, Arizona Revised Statutes, is amended by adding section 41-1744, to read:
41-1744. Peace officer contacts with public officials; searchable database; definitions
A. The department shall establish and maintain a publicly accessible electronic database that provides information for each contact between a peace officer and an elected or appointed public official in this state.
B. The department must provide a link to the searchable database on the department's website and allow the public to search the database.
C. The chief law enforcement officer or the officer's designee from each city, town and county in this state shall submit the following information about each contact to the department:
1. The name of the public official.
2. The location of the contact.
3. The date and time of the contact.
4. The basis for the contact.
D. A peace officer who does not comply with this section is subject to discipline.
E. For the purposes of this section:
1. "Contact" means a lawful detention or stop to investigate a moving traffic violation, a violation of section 28‑701.02 or an offense included in title 28, chapter 4 that does not result in the issuance of a citation or an arrest.
2. "Peace officer" has the same meaning prescribed in section 1‑215.
