AN ACT

 

amending Title 38, chapter 3, Arizona Revised Statutes, by adding article 11; appropriating monies; relating to government vehicles.

Be it enacted by the Legislature of the State of Arizona:

Section 1. Title 38, chapter 3, Arizona Revised Statutes, is amended by adding article 11, to read:

ARTICLE 11. GOVERNMENT VEHICLES

START_STATUTE38-539. Government vehicles; electric; reimbursement; definition

A. In considering the purchase of new motor vehicles, state agencies and political subdivisions shall consider electric vehicles and the long-term maintenance and fuel costs in evaluating total costs over the life of the motor vehicle.

B. A political subdivision may apply to the department of administration for reimbursement for the difference between the amount that the political subdivision spent on electric vehicles and the amount that the political subdivision would have spent on fossil fuel vehicles.  The department of administration may establish a reimbursement cap for each political subdivision. The department of administration shall reimburse political subdivisions on a first-come, first-served basis from monies appropriated for this purpose.

C. For the purposes of this section, "political subdivision" means a county, city or town. END_STATUTE

Sec. 2. Appropriation; department of administration; electric vehicle reimbursement; exemption

A. The sum of $1,000,000 is appropriated from the state general fund in fiscal year 2022-2023 to the department of administration to distribute to political subdivisions for electric vehicle reimbursement pursuant to section 38-539, Arizona Revised Statutes, as added by this act.

B. The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations.
