AN ACT

 

Amending Title 36, chapter 6, article 5, Arizona Revised Statutes, by adding section 36‑696; relating to maternal and child health.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Title 36, chapter 6, article 5, Arizona Revised Statutes, is amended by adding section 36-696, to read:

START_STATUTE36-696.  Postpartum depression task force; membership; duties; report; task force termination

A.  The postpartum depression task force is established consisting of the following members:

1.  The director of the department of child safety's office of prevention, or the director's designee.  This member shall serve as chairperson of the task force in odd‑numbered years.

2.  The director of the department of health services' bureau of women's and children's health, or the director's designee.  This member shall serve as chairperson of the task force in even‑numbered years.

3.  The following members who are appointed by the governor:

(a)  A physician who is licensed pursuant to title 32, chapter 13 or 17 and who specializes in obstetrics.

(b)  A physician who is licensed pursuant to title 32, chapter 13 or 17 and who specializes in pediatrics.

(c)  A physician who is licensed pursuant to title 32, chapter 13 or 17 and who specializes in psychiatry.

(d)  A physician who is licensed pursuant to title 32, chapter 13 or 17 and who specializes in psychology.

(e)  A physician who is licensed pursuant to title 32, chapter 13 or 17 and who specializes in family medicine.

(f)  A social worker who is licensed pursuant to title 32, chapter 33.

(g)  A nurse midwife who is certified pursuant to title 32, chapter 15.

(h)  A clinical nurse specialist who is certified pursuant to title 32, chapter 15 and who specializes in psychiatry.

(i)  A person who represents a statewide organization that promotes postpartum depression awareness.

(j)  Two public members who have survived postpartum depression.

(k)  Two public members who have a demonstrated interest in educating the public regarding postpartum wellness.

4.  Two public members who have survived postpartum depression, one of whom is appointed by the speaker of the house of representatives and one of whom is appointed by the president of the senate.

5.  Two public members who have a demonstrated interest in educating the public regarding postpartum wellness, one of whom is appointed by the speaker of the house of representatives and one of whom is appointed by the president of the senate.

B.  The task force shall:

1.  Meet at least four times a year and at the call of the chairperson.

2.  Collect research and information on postpartum depression.

3.  Evaluate various approaches used by state and local governments to increase public awareness of the risks, treatments and prevention of postpartum depression.

4.  Study ways to improve coordination between agencies and institutions that are involved in the research and treatment of postpartum depression.

5.  Study ways to increase research and funding at state institutions that are studying postpartum depression.

6.  Study ways to increase the number of women in this state who are regularly screened for postpartum depression.

7.  Identify areas in which public awareness, public education and research regarding postpartum depression and coordination of postpartum depression services need improvement.

C.  Except for task force members who serve pursuant to subsection A, paragraphs 1 and 2 of this section, task force members shall serve five-year terms and may serve one additional term.

D.  Task force members are not eligible to receive compensation or reimbursement of expenses, except that task force members who serve pursuant to subsection A, paragraphs 1 and 2 are eligible to receive reimbursement of expenses pursuant to title 38, chapter 4, article 2.

E.  On or before November 15 of each year, the task force shall submit a report of its findings and recommendations to the governor, the president of the senate and the speaker of the house of representatives and shall provide a copy of this report to the secretary of state.

F.  The task force established by this section ends on July 1, 2025 pursuant to section 41-3103. END_STATUTE
