AN ACT
amending title 9, chapter 4, article 6.4, Arizona Revised Statutes, by adding section 9‑469; relating to cities and towns.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 9, chapter 4, article 6.4, Arizona Revised Statutes, is amended by adding section 9-469, to read:
9-469. City or town permit or plan fee or charge; amount to cover cost of service; notice; hearing
A. Any building permit or plan fee or charge that is assessed by a city or town for a building permit or plan must be attributable to and defray or cover the expense of the service for which the fee or charge is assessed. A fee or charge shall not exceed the actual cost of issuing a permit or plan.
B. Before adoption of a new or increased building permit or plan fee or charge or an additional or separate charge, a city or town shall hold a public hearing on the issue with at least fifteen days' published notice.
C. A city or town that has an internet website shall publish on its website the method by which the city or town arrived at an assessed permit or plan fee or charge and shall make this document available to the public.
