AN ACT

 

amending title 41, chapter 4, article 1, Arizona Revised Statutes, by adding section 41‑708; relating to the department of administration.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Title 41, chapter 4, article 1, Arizona Revised Statutes, is amended by adding section 41‑708, to read:

START_STATUTE41‑708.  Public suggestion award program; fund

A.  The director of the department of administration shall adopt rules to provide an award to a member of the public for an adopted procedure or idea that resulted in eliminating or reducing state expenditures or improving operations in the public interest.

B.  The public suggestion award program board is established consisting of nine members who are appointed by the director.  Members of the board shall establish policy for the operation of the public suggestion award program, review all suggestions and approve all awards with the concurrence of the head of the agency in which the cost saving is realized. 

C.  if the adopted procedure or idea results in eliminating or reducing state expenditures the amount of the award is ten per cent of the savings generated, except that no award may exceed the amount of two thousand dollars for any single adopted procedure or idea.

D.  A public suggestion award program fund is established consisting of monies appropriated by the legislature.  The director shall annually request an appropriation necessary to carry out the purposes of this section.  Except as provided in subsection F, the director shall use monies in the public suggestion award program fund to make awards pursuant to this section.

E.  The board shall certify to the director the names of persons granted awards and the amounts of the awards.  On certification of the names and the amounts of the awards the director shall draw a warrant on the state treasurer.  The state treasurer shall pay the warrant from the public suggestion award program fund.

F.  The director of the department of administration may use up to six per cent of any monies appropriated to the public suggestion award program fund for the purposes of administering, advertising and promoting the public suggestion award program. END_STATUTE
