An Act amending Titles 18 (Crimes and Offenses), 23 (Domestic Relations), 42 (Judiciary and Judicial Procedure), 44 (Law and Justice) and 61 (Prisons and Parole) of the Pennsylvania Consolidated Statutes, extensively revising provisions relating to registration of sexual offenders pursuant to Federal mandate; and making editorial changes.

Senate Bill 1183 Unconstitutional

This bill will ruin people's lives!  Yes, we are concerned for children, but this bill won't help!  And  what about the children of those who aren't violent offenders and/or falsely accused who would be put on the registry!!   This so unethical and unconstitutional!  People who have served their time should not be subjected to more punishment, and that is exactly what this bill and the house bill would do!  Yes, some say it is not punitive,  but they better take another look and do some thinking and research!  Sex offenders and those included in the "round-up" are people, too!  You can't round them up like cattle and brand them as Sex Offenders for all to see!!!  Our leaders must do some serious soul searching here!   Is it just about votes?!  If so,  they better get back to "one nation under God"  and not be concerned about what an uninformed, panicked public thinks!    You want votes,  try being a Courageous, Honest,  Reasonable and Fair leader!  Don't pass unethical and unconstitutional bills and laws just for votes!  Start a new turnaround trend----be honest!   These offenses must be dealt with individually--you can't group them all together!  You can't have falsely accused (who may have had to take a plea, or whatever),  someone who was a teenager and had sex with someone underage and ended up getting married and having a family,  someone urinating in public,  etc, etc! , in the same group with actual violent sexual predators! It just is NOT right!  You can't deny Sexual Offenders (guilty or not )  to have their rights stripped away!  You can't have witch hunts!   Many laws that protect people are taken away from the alleged and  "Sex Offenders" . There should have to be evidence before being charged!, the wire tap laws, hear say laws,  and whatever happend to innocent til proven guilty!  many lose their jobs when accused!!!   And some courts are biased.   If you want to help, then educate the public and tell them the real truth and the facts!  Don't overload the registry with people who are not sexually violent offenders!   In fact,  the Registry should be abolished!!!  It is hurtful, punitive, unethical and unconstitutional!!!!!!!!!!!!!!!!!! Do more research!  There are many, many reasons that this and the House Bill should not be passed! 
The Senate bill 1183 and House bill 1958 should not be passed!!!!   Time needs to be taken to do more research and serious thinking!    Anyone could be accused of these offenses and end up on a registry--even if innocent and/or not a sexually violent offender.   Could happen to you!  You are not serving Justice by violating rights!   All are people, and the leaders must work for all the people.  That includes caring about rehabilitation of offenders, not ostricizing and crucifying them! Kind of reminds you of the crowd and the leaders of the time crying out for the blood of Jesus!    Think it over, seriously,  and have the guts to not give in to the crys of a panicked public!  You will earn more respect!  Otherwise,  I suspect there will be louder cries of a different kind!  
If it is about money,  these laws will cost more money for doing absolutely nothing to keep children safe! 
A comment about requiring all to report any suspicion of sexual abuse!   My Goodness, that is really a bad scenario!  First of all the public is in a frenzy and there will so many false reports!  Innocent gestures could be mistaken for abuse!  There will be the witch hunters making false reports!  There will be people reporting, perhaps, out of vengeance for an unrelated reason!  And what about  the children and families involved and what they will be subjected to!  All this sex offender frenzy must stop!  Sex offenses should not be singled out!   They should be treated like any other crime and not strip people's rights away!  And as I said, too,  not all sex offenses are violent sexual offenses!   Public must be educated, because when they hear "sex offender",  Dear God,  they think the worst (or perhaps don't think at all) and more rights are taken away because of their cries!  And the registry will make people homeless, etc!  And, as I said, anyone could be labeled a sex offender, as mentioned above.  It doesn't mean they are a violent sexual predator!   I repeat this, because it is very relevant!!!!
