The purpose of this bill is to create the "Surface Owners' Rights Recognition Act." The bill protects the rights of surface owners of property where oil or gas wells are to be located. The bill makes legislative findings. The bill also requires operators to give notice of planned work, its impact upon the property before entry is made and sets forth what is required in that notice. The bill provides exceptions, prohibits waivers, except when specifically provided for. The bill further sets forth civil penalties and requires the posting of bonds.
