Summary

The purpose of this bill is to require flowback plans for all work on oil and gas wells. The bill requires a flowback tank with a closed loop system that prevents the release of volatile organic compounds and fugitive pollutants into the environment to be part of that plan. The bill permits flowback pits to be used only under certain conditions. The bill also requires the proper disposal of drilling mud.
