Summary

Amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to restore the exemptions from the payment of customs users for arriving passengers whose journey originated in, or originated in the United States and was limited to, Canada, Mexico, or adjacent islands. (Retains the current customs user fee exemptions for arriving passengers whose journey originated in, or originated in the United States and was limited to, a U.S. territory and possession.)
