Summary
Promoting Rural Broadband Act of 2014 - Amends the Communications Act of 1934 to require the Federal Communications Commission (FCC), when prescribing regulations concerning the competitive bidding system under which electromagnetic spectrum licenses are auctioned to qualified bidders, to promote the expansion of spectrum-based services to exceptionally hard-to-serve populations in unserved and underserved geographic locations.
