Summary
Amends title IV (Student Assistance) of the Higher Education Act of 1965 to include foreign income that is excluded for the purposes of federal income taxes in the determination of a student's need for assistance under title IV.

To amend the Higher Education Act of 1965 to provide that foreign income be considered in the determination of eligibility for grants and loans under that Act.
