A BILL TO BE ENTITLED
 
AN ACT
  relating to the width requirements for an area annexed by a
  municipality.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 43.054, Local Government Code, is
  amended by adding Subsections (d) and (e) to read as follows:
         (d)  A municipality may not annex an area if the width of the
  area at the widest point exceeds the length of the area at the
  longest point.
         (e)  The prohibition established by Subsection (d) does not
  apply if:
               (1)  the boundaries of the municipality are contiguous
  to the area on at least two sides; or
               (2)  the area abuts or is contiguous to another
  jurisdictional boundary.
         SECTION 2.  The change in law made by Section 43.054(d),
  Local Government Code, as added by this Act, applies to an area
  proposed for annexation on or after the effective date of this Act
  or before the effective date of this Act if the statutory
  requirements for annexation under Subchapter C or C-1, Chapter 43,
  Local Government Code, have not been completed before the effective
  date of this Act.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2015.
