A BILL TO BE ENTITLED
 
AN ACT
  relating to requiring State Board of Education approval to offer
  advanced placement and international baccalaureate courses in
  public high schools.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter A, Chapter 28, Education Code, is
  amended by adding Section 28.0091 to read as follows:
         Sec. 28.0091.  STATE BOARD OF EDUCATION APPROVAL REQUIRED TO
  OFFER CERTAIN COLLEGE CREDIT COURSES. (a) Notwithstanding Section
  28.009 or any other law, a school district may not offer an advanced
  placement or international baccalaureate course unless the course
  has been approved by the State Board of Education as a course that
  sufficiently provides instruction in the essential knowledge and
  skills appropriate to the subject and grade level of the course.
         (b)  The State Board of Education by rule shall establish
  procedures for approving advanced placement and international
  baccalaureate courses as provided by this section.
         SECTION 2.  This Act applies beginning with the 2015-2016
  school year.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2015.
