BE IT RESOLVED BY THE SENATE OF THE STATE OF OHIO
(THE HOUSE OF REPRESENTATIVES CONCURRING):
| WHEREAS, The race to design, develop, test, manufacture, and | 5 |
| safely integrate and deploy Unmanned Aerial Systems for full | 6 |
| operational use in a cooperative manned and remotely piloted | 7 |
| operational environment has the potential to reward the United | 8 |
| States with a leadership position in emerging domestic and | 9 |
| international growth markets; and | 10 |
| WHEREAS, In the next 15 years, more than 23,000 jobs could be | 11 |
| created in the United States as a result of integration of | 12 |
| Unmanned Aerial Systems in the National Airspace System, according | 13 |
| to the Association of Unmanned Vehicle Systems International; and | 14 |
| WHEREAS, Ohio has a long history of involvement with Unmanned | 15 |
| Aerial Systems, including the development of the world's first | 16 |
| Unmanned Aerial System, the "Kettering Bug" in 1918 by the | 17 |
| Dayton-Wright Airplane Company, and the founding of the | 18 |
| Association of Unmanned Vehicle Systems International in Dayton in | 19 |
| 1972; and | 20 |
| WHEREAS, The Air Force Research Laboratory, headquartered at | 21 |
| Wright-Patterson Air Force Base in Ohio, is a major Department of | 22 |
| Defense center for Unmanned Aerial Systems research, which | 23 |
| maintains specialized equipment, including a unique array of | 24 |
| research radars, and employs trained scientific and engineering | 25 |
| personnel who can assist with Unmanned Aerial Systems-related | 26 |
| airspace integration issues; and | 27 |
| WHEREAS, The Air Force Research Laboratory conducts research | 28 |
| related to Unmanned Aerial Systems for airframes, propulsion | 29 |
| systems, sensors, communications, and man-machine interfaces; and | 30 |
| WHEREAS, The United States Air Force acquisition management | 31 |
| for major Unmanned Aerial Systems aircraft is located at the | 32 |
| Aeronautical Systems Center, Wright-Patterson Air Force Base in | 33 |
| Ohio; and | 34 |
| WHEREAS, The Ohio National Guard maintains Brush Creek and | 35 |
| Buckeye Military Operating Areas, formerly restricted airspace, | 36 |
| which are well suited for small Unmanned Aerial Systems Research, | 37 |
| Development, Test, and Evaluation and which could be used safely | 38 |
| for testing the integration of Unmanned Aerial Systems in the | 39 |
| National Airspace System with minimal disruption to air traffic | 40 |
| flow while at the same time not compromising the safety of general | 41 |
| aviation; and | 42 |
| WHEREAS, The Wilmington Airpark, Springfield Air National | 43 |
| Guard Base, Brush Creek Military Operating Area, and Buckeye | 44 |
| Military Operating Area have the infrastructure, facilities, and | 45 |
| excess capacity that make adaptation to specific Unmanned Aerial | 46 |
| Systems test needs efficient, timely, safe, and inexpensive; and | 47 |
| WHEREAS, Collaborative relationships are well established in | 48 |
| Ohio for research, development, testing, training, and | 49 |
| manufacturing of Unmanned Aerial Systems including universities, | 50 |
| manufacturers, researchers, workforce developers, the Ohio | 51 |
| National Guard, the State of Ohio, and military, commercial, and | 52 |
| private airspace users; and | 53 |
| WHEREAS, The National Defense Authorization Act for Fiscal | 54 |
| Year 2012, Pub. L. No. 122-81, and the FAA Modernization and | 55 |
| Reform Act of 2012, Pub. L. No. 112-95, require the Administrator | 56 |
| of the Federal Aviation Administration to develop a plan to | 57 |
| integrate Unmanned Aerial Systems into the National Airspace | 58 |
| System and to select test ranges as part of that program; now | 59 |
| therefore be it | 60 |
| RESOLVED, That we, the members of the 129th General Assembly | 61 |
| of the State of Ohio, conclude that the convergence in Ohio of | 62 |
| human capital, technology, test capabilities, facilities, and | 63 |
| airspace will create the environment for the breakthrough | 64 |
| discoveries that will advance the safe use of Unmanned Aerial | 65 |
| Systems in the National Airspace System; and be it further | 66 |
| RESOLVED, That we, the members of the 129th General Assembly | 67 |
| of the State of Ohio, urge the Administrator of the Federal | 68 |
| Aviation Administration to select Ohio as a site for testing the | 69 |
| integration of Unmanned Aerial Systems into the National Airspace | 70 |
| System; and be it further | 71 |
| RESOLVED, That the Clerk of the Senate transmit duly | 72 |
| authenticated copies of this resolution to the President of the | 73 |
| United States, the Administrator of the Federal Aviation | 74 |
| Administration, the Speaker and Clerk of the United States House | 75 |
| of Representatives, the President Pro Tempore and Secretary of the | 76 |
| United States Senate, and the members of the Ohio Congressional | 77 |
| delegation. | 78 |
