To require the Director of Health with assistance 1
from the Ohio State University Extension Program 2
to establish and administer a pilot program for 3
the purpose of reducing infant mortality in 4
high-risk communities and to make an 5
appropriation.6


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1.  (A) Not later than one month after the effective 7
date of this section, the Director of Health shall establish and 8
administer a pilot program for the purpose of reducing infant 9
mortality in high-risk communities. The pilot program shall be 10
operated for two years. The Director shall select the 11
participating communities, located in five counties, in accordance 12
with the selection process specified in rules adopted under 13
division (F) of this section. 14

       (B) The Ohio State University Extension Program shall assist 15
the Director with the pilot program's administration. To that end, 16
Extension Program personnel shall do both of the following:17

       (1) Recruit volunteers in each participating community and 18
train them to provide services, tailored to the community's needs, 19
in a culturally sensitive manner;20

       (2) Seek assistance from other University staff with 21
knowledge or expertise that the Director or Extension Program 22
personnel believe could facilitate the program's success.23

       (C) The Director shall solicit and consider input regarding 24
the pilot program from interested individuals and organizations in 25
the participating communities.26

       (D) Volunteers providing services as described in division 27
(B)(1) of this section may receive a stipend. If a stipend is 28
paid, the stipend amount and payment process shall be determined 29
in accordance with rules adopted under division (F) of this 30
section. 31

       (E) The Director shall develop a process to evaluate the 32
program's success. Not later than two months after the program's 33
conclusion, the Director shall prepare a written report that 34
summarizes the Director's findings from the evaluation. On 35
completion, the report shall be submitted to the Governor and, in 36
accordance with section 101.68 of the Revised Code, the General 37
Assembly.38

       (F) The Director shall adopt rules in accordance with Chapter 39
119. of the Revised Code to specify both of the following:40

       (1) The process to be used in selecting high-risk communities 41
to participate in the pilot program, including standards that 42
require the communities to be selected from the five counties with 43
the highest infant mortality rate and permit the communities to be 44
identified by zip code or portions of zip codes that are 45
contiguous;46

       (2) If a stipend is paid to volunteers under division (D) of 47
this section, the stipend amount to be paid and the process to be 48
used in paying it.49

       Section 2. All items in this section are hereby appropriated 50
as designated out of any moneys in the state treasury to the 51
credit of the designated fund. For all appropriations made in this 52
act, those in the first column are for fiscal year 2014 and those 53
in the second column are for fiscal year 2015. The appropriations 54
made in this act are in addition to any other appropriations made 55
for the FY 2014-2015 biennium.56

       INFANT MORTALITY PILOT PROGRAM62

        The foregoing appropriation item 440480, Infant Mortality 63
Pilot Program, shall be used to implement and operate a two-year 64
pilot program in high-risk communities to reduce infant mortality 65
in accordance with Section 1 of this act. An amount equal to the 66
unexpended, unencumbered portion of this appropriation item at the 67
end of fiscal year 2015 is hereby reappropriated to the Department 68
of Health for the same purpose for fiscal year 2016.69

       Section 3. Within the limits set forth in this act, the 70
Director of Budget and Management shall establish accounts 71
indicating the source and amount of funds for each appropriation 72
made in this act, and shall determine the form and manner in which 73
appropriation accounts shall be maintained. Expenditures from 74
appropriations contained in this act shall be accounted for as 75
though made in Am. Sub. H.B. 59 of the 130th General Assembly.76

       The appropriations made in this act are subject to all 77
provisions of Am. Sub. H.B. 59 of the 130th General Assembly that 78
are generally applicable to such appropriations.79
