         with  Senate Rule 6, sec. 8 -- reported favorably from said committee,
         ordered to first and second report, ordered to a third reading, passed
         by Senate and delivered to the Assembly, recalled, vote  reconsidered,
         restored  to  third  reading, amended and ordered reprinted, retaining
         its place in the order of third reading
       IN ASSEMBLY -- Introduced by M. of  A.  ENGLEBRIGHT  --  read  once  and
         referred  to  the Committee on Local Governments -- recommitted to the
         Committee on Local Governments in accordance  with  Assembly  Rule  3,
         sec.  2  --  committee  discharged, bill amended, ordered reprinted as
         amended and recommitted to said committee
       AN ACT to amend the village law, in relation to including a high  school
         member on village boards of trustees
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Paragraph b of  subdivision  1  of  section  3-301  of  the
    2  village law is amended to read as follows:
    3    b.  four  trustees, except that the board of trustees of a village may
    4  change the number of trustees as authorized by  section  3-304  of  this
    5  article,  AND EXCEPT THAT THE BOARD OF TRUSTEES OF A VILLAGE MAY APPOINT
    6  ONE STUDENT REPRESENTATIVE TO SUCH BOARD AS AUTHORIZED BY SECTION  3-305
    7  OF THIS ARTICLE;
    8    S  2. The village law is amended by adding a new section 3-305 to read
    9  as follows:
   10    S 3-305 STUDENT REPRESENTATIVE.  THE BOARD OF TRUSTEES  BY  RESOLUTION
   11  OR  LOCAL LAW MAY APPOINT ONE STUDENT REPRESENTATIVE TO SUCH BOARD. SUCH
   12  STUDENT REPRESENTATIVE SHALL BE A SENIOR IN A HIGH SCHOOL  OF  A  SCHOOL
   13  DISTRICT IN WHICH ALL OR PART OF SUCH SCHOOL DISTRICT IS CONTAINED WITH-
        EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets

    1  IN  SUCH  VILLAGE.  THE TERM OF SUCH STUDENT REPRESENTATIVE SHALL BE FOR
    2  ONE YEAR AND SHALL BEGIN ON THE JULY FIRST PRECEDING THE SENIOR YEAR  OF
    3  SUCH  STUDENT  REPRESENTATIVE  AND  END  THE FOLLOWING JUNE THIRTIETH. A
    4  VACANCY  OF  SUCH  REPRESENTATIVE  MAY  BE  FILLED  BY THE BOARD FOR THE
    5  REMAINDER OF SUCH TERM.  SUCH STUDENT REPRESENTATIVE SHALL  BE  ENTITLED
    6  TO  SIT  WITH  BOARD  MEMBERS  AT  ALL  PUBLIC MEETINGS OF THE BOARD AND
    7  PARTICIPATE IN ALL BOARD  HEARINGS  AND  MEETINGS,  PROVIDED  THAT  SUCH
    8  STUDENT  REPRESENTATIVE  SHALL  NOT  BE  ALLOWED  TO  VOTE, SHALL NOT BE
    9  ALLOWED TO ATTEND EXECUTIVE  SESSION,  AND  SHALL  NOT  BE  ENTITLED  TO
   10  RECEIVE COMPENSATION OF ANY FORM.
   11    S 3. This act shall take effect immediately.
