MILLER -- read once and referred to the Committee on Veterans' Affairs AN ACT to amend the general business law, in relation to veterans of the armed forces who vend in cities having a population of one million or more THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. Paragraph (a) of subdivision 1 of section 35-a of the 2 general business law, as added by chapter 227 of the laws of 1998, is 3 amended to read as follows: 4 (a) In cities having a population of one million or more, the official 5 designated by a local law or ordinance to issue a local license to hawk, 6 peddle, vend and sell goods, wares or merchandise or solicit trade upon 7 the streets and highways within such city shall issue specialized vend- 8 ing licenses to honorably discharged members of the armed forces of the 9 United States who are EITHER physically OR MENTALLY disabled as a result 10 of injuries received while in the service of said armed forces and who 11 are eligible to hold licenses granted pursuant to section thirty-two of 12 this article. Such specialized vending licenses shall authorize holders 13 thereof to hawk or peddle within such city in accordance with the 14 provisions contained in this section. Specialized vending licenses 15 issued under this section shall permit the holders thereof to vend on 16 any block face, and no licensee authorized under this section shall be 17 restricted in any way from vending in any area, except as provided in 18 this section. 19 S 2.
