The public health law is amended by adding a new section 2 506 to read as follows: 3 S 506. UNLAWFUL INTERFERENCE WITH RESEARCH LABORATORY OPERATIONS. AN 4 AGENCY AS DEFINED IN SUBDIVISION THREE OF SECTION EIGHTY-SIX OF THE 5 PUBLIC OFFICERS LAW MAY DENY ACCESS TO RECORDS OR PORTIONS THEREOF 6 CONCERNING BIOMEDICAL RESEARCH OR BIOMEDICAL TEACHING CONDUCTED AT AN 7 INSTITUTION OF HIGHER EDUCATION AUTHORIZED BY THE STATE EDUCATION 8 DEPARTMENT OR AT AN INSTITUTION WITHIN THE STATE THAT RECEIVES STATE OR 9 FEDERAL FUNDING TO CONDUCT SUCH BIOMEDICAL RESEARCH OR SUCH BIOMEDICAL 10 TEACHING THAT, IF DISCLOSED, COULD ENDANGER THE LIFE OR SAFETY OF ANY 11 PERSON OR WOULD BE REASONABLY LIKELY TO ENDANGER THE SECURITY OF SUCH 12 BIOMEDICAL RESEARCH LABORATORY. 13 S 2.
