AN ACT to amend the election law, in relation to requirements for proof
of identification for registering to vote
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
1 Section 1. The election law is amended by adding a new section 5-108
2 to read as follows:
3 S 5-108. QUALIFICATIONS OF VOTERS; PROOF OF IDENTIFICATION. NO PERSON
4 SHALL BE QUALIFIED TO REGISTER FOR AND VOTE AT ANY ELECTION UNLESS SUCH
5 PERSON PRESENTS SIX POINTS OF PROOF OF IDENTIFICATION OF NAME, PROOF OF
6 DATE OF BIRTH AND SUCH PERSON'S SOCIAL SECURITY CARD. THE BOARD OF
7 ELECTIONS SHALL PROMULGATE RULES AND REGULATIONS NECESSARY TO IMPLEMENT
8 SUCH SIX POINT PROOF OF IDENTIFICATION SYSTEM.
9 S 2. This act shall take effect immediately.
