Summary

To provide for a transparent procedure by which a private or government entity applying for submeter a residen- tial rental building shall make certain facts of the building known that pertain to its energy efficiency, require minimum improvements to the building for energy efficiency, and provide for tenant input as the application is considered by the Public Service Commission.
