     Provides for $5 million grant program encouraging compressed natural gas fueling stations and electric charging stations.

An Act providing for the allocation of $5 million from societal benefits charge revenues for grants to encourage the development of compressed natural gas fueling and electric vehicle charging stations.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    For the purposes of this act:

     "Charging station" means an electric recharging point complete with electric vehicle supply equipment that is capable of providing level 2 charging for plug-in electric motor vehicles.

     "Electric vehicle supply equipment" means the conductors, including the underground, grounded, and equipment grounding conductors, and the electric vehicle connectors, attachment plugs, and all other fittings, devices, power outlets, or apparatuses that are installed specifically for the purpose of delivering electricity from the premises wiring to a plug-in electric motor vehicle.

     "Level 2 charging" means providing 208-240 volt alternate current electricity to an onboard charger of a plug-in electric motor vehicle in a single phase with a maximum current specified at 32 continuous amps with a branch circuit breaker rated at 40 amps and the maximum continuous input power is specified as 7.68 kilowatts.

     "Plug-in electric motor vehicle" means a motor vehicle that is propelled to a significant extent by an electric motor which draws electricity from a battery that is capable of being recharged from an external source of electricity.

 

     2.    Notwithstanding any provisions of section 12 of P.L.1999, c.23 (C.48:3-60) to the contrary, or any rule, regulation, or order adopted pursuant thereto, in the fiscal year commencing July 1, 2013, the Board of Public Utilities shall, from available balances accumulated in accounts of the board from funds collected through the societal benefits charge imposed pursuant to that section, allocate $5 million to fund the payment of grants to help pay the construction costs of new compressed natural gas fueling stations and charging stations for plug-in electric motor vehicles which shall be open and available to the public.  This grant program shall be administered by the board or an organization designated by the board with experience administering comparable grant programs.

     Within 90 days of the end of each fiscal year in which the board has not fully disbursed the grant monies and within one year after the board shall have completed the disbursement of grant monies, the board shall issue a report to the Legislature, pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), which provides the number of applicants applying for compressed natural gas fueling station grants, the number of applicants receiving grants, the average grant amount awarded, the methods and procedures used to determine grant recipients, and any other information the board deems relevant in describing and evaluating the grant program.

 

     3.    This act shall take effect on July 1, 2013 and shall expire on the 30th day following submission to the Legislature of the final report required to be issued pursuant to section 2 of this act.

 

 

STATEMENT

 

     This bill requires the Board of Public Utilities (BPU) to allocate $5 million from the societal benefits charge revenues to be used to administer a grant program to support the installation of new compressed natural gas fueling stations and charging stations for plug-in electric motor vehicle that are open to the public.  The grant program can be administered by the BPU or an organization designated by the BPU with experience running similar grant programs.  The BPU is required to make annual reports to the Legislature and a final report once the full $5 million has been disbursed on the number of applicants applying for fueling station grants, the number of applicants receiving grants, the average grant amount provided, the methods and procedures used to determine grant recipients, and any other information the BPU deems relevant in describing and evaluating the grant program.
