     Provides additional State aid to county colleges for students enrolled in certain postsecondary career and technical education certificate programs.

An Act concerning funding for county colleges and supplementing chapter 64A of Title 18A of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  As used in this section, "consolidated county college program" means a non-credit bearing career and technical education program that has been transferred to a county college from a county vocational school district pursuant to a resolution adopted by the board of chosen freeholders of the county, or a concurrent resolution adopted by the board of education of a county vocational school district and the board of trustees of a county college prior to the effective date of this act.

     b.    Beginning in the first full academic year after the effective date of this act, a county college, other than a county college that operates a consolidated county college program, shall receive State aid to support the operation of certain career and technical education certificate programs offered by the county college.  State aid shall be distributed on a full-time equivalent basis for each student enrolled in a career and technical education certificate program that trains students in an occupation that is designated as a labor demand occupation pursuant to subsection d. of section 27 of P.L.2005, c.354 (C.34:1A-86).  In the first academic year, the county college shall receive $1,000 per pupil enrolled in such a career and technical education certificate program.  In subsequent academic years, the per pupil funding amount shall be increased by the CPI, as defined pursuant to section 3 of P.L.2007, c.260 (C.18A:7F-45).

 

     2.    The Secretary of Higher Education, in consultation with the Commissioner of Labor and Workforce Development, shall identify funding providing for employment training programs that may be used to effectuate the provisions of this act.

 

     3.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill provides State aid to county colleges to support the operation of certain career and technical education certificate programs offered by the county colleges.  In the first academic year, the aid would total $1,000 per pupil enrolled in a career and technical education certificate program that trains individuals in occupations that are currently designated as a labor demand occupation by the Center for Occupational Employment Information in the Department of Labor and Workforce Development.  In subsequent years, the per pupil aid amount will be increased by the CPI.  This State aid would not be available to a county college that provides a non-credit bearing career and technical education program that has been transferred to the county college from a county vocational school district; this includes Camden County College and Raritan Valley Community College.
