SYNOPSIS

     Requires MVC to issue motor vehicle placard to certain veterans and waives meter fees.

An Act concerning parking meter fees 1[and] ,1 supplementing chapter 4 of Title 39 of the Revised Statutes 1, and amending P.L.1979, c. 4571.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  1(New section)1  No parking meter fee or penalty for parking overtime at metered parking shall be imposed pursuant to any law or municipal ordinance in this State on any person if that person's motor vehicle displays the following:

     a.    disabled veteran license plates 1or placard1 issued pursuant to P.L.1979, c.457 (C.39:3-27.15 et seq.); or

     b.    medal of honor license plates issued pursuant to section 1 of P.L.1948, c.28 (C.39:3-27.1) 1or placard issued pursuant to section 2 of P.L.      , c.    (C.        ) (pending before the Legislature as this bill)1.

 

     12.   (New section) The chief administrator shall issue, upon proper application, a placard to any recipient of medal of honor license plates issued pursuant to section 1 of P.L.1948, c.28 (C.39:3-27.1). The placard shall indicate that the applicant is a Congressional Medal of Honor recipient and shall grant the applicant the right to park overtime at metered parking pursuant to section 1 of P.L.     , c.      (C.       ) (pending before the Legislature as this bill).  The placard shall be for the exclusive use of the applicant to whom it is issued and shall be nontransferable and forfeited if displayed on a motor vehicle that is not operated by or used to transport the applicant.

     The chief administrator in consultation with the Department of Military and Veterans' Affairs shall prescribe the design, type, and placement of the placard authorized under this section.  No fee shall be charged for the issuance of a placard pursuant to this section.1

 

     13.   Section 1 of P.L.1979, c.457 (C.39:3-27.15) is amended to read as follows: 

     1.    a.  Upon the application of any disabled veteran eligible to operate a motor vehicle in this State under the provision of R.S.39:3-10, the [Director] Chief Administrator of the [Division of Motor Vehicles] Motor Vehicle Commission may issue for a motor vehicle owned or leased by such a person a license plate bearing the term "Disabled Vet" and registration numbers to be selected from the following registration numbers which shall be reserved for disabled veterans:  D V 1 through D V 9999 and 1 D V through 9999 D V.  The plate shall resemble the following illustration:

     b.    Upon request, the chief administrator shall issue to any holder of a disabled veteran license plate, a placard of such size and design as shall be determined by the chief administrator in consultation with the Department of Military and Veterans' Affairs,  indicating that disabled veteran license plates have been issued pursuant to subsection a. of this section.  The placard shall grant the veteran the right to park overtime at metered parking pursuant to section 1 of P.L.     , c.      (C.       ) (pending before the Legislature as this bill).  The placard shall be for the exclusive use of the disabled veteran to whom it is issued and shall be nontransferable and forfeited if displayed on a motor vehicle that is not operated by or used to transport the disabled veteran.

     The chief administrator in consultation with the Department of Military and Veterans' Affairs shall prescribe the design, type, and placement of the placard authorized under this section. 

     c.    For the purposes of this section, "disabled veteran" shall mean any citizen and resident of this State now or hereafter honorably discharged or released under honorable circumstances from active service in any branch of the Armed Forces of the United States and who has been or shall be declared by the United States Veterans Administration, or its successor, to have a service-connected disability.1

     14.   Section 2 of P.L.1979, c. 457 (C.39:3-27.16) is amended to read as follows:

     The special plates authorized by [this act] P.L.1979, c.457 (C.39:3-27.15 et seq.) may be issued upon proof, satisfactory to the [director] Chief Administrator, that the applicant is a disabled veteran.  The fee for such plates and placard shall be $15.00 in addition to any other fees otherwise prescribed by law for the registration of such motor vehicle.1

     1[2.] 5.1  This act shall take effect 1[immediately] on the first day of the seventh month following enactment, but the chief administrator may take any anticipatory administrative action in advance thereof as shall be necessary for the implementation of this act1.
