An Act concerning Division of Youth and Family Services caseworkers and supplementing Title 30 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. Notwithstanding any provision of law to the contrary, the manager of a Division of Youth and Family Services district office may, at the request of a division caseworker or supervisor or if circumstances warrant:
a. assign a team of two or more caseworkers to investigate a report, complaint or allegation of child abuse or neglect or conduct a home visit of a child under the division's care; or
b. make a request to a law enforcement authority that law enforcement personnel accompany a caseworker during an investigation of a report, complaint or allegation of child abuse or neglect or while conducting a home visit of a child under the division's care.
2. The Commissioner of Children and Families shall adopt rules and regulations, pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), to effectuate the purposes of this act.
3. This act shall take effect on the 180th day after the date of enactment, but the Commissioner of Children and Families may take such anticipatory administrative action in advance as shall be necessary for the implementation of the act.
STATEMENT
This bill permits a Division of Youth and Family Services (DYFS) district office manager, at the request of a DYFS caseworker or supervisor or if circumstances warrant, to:
(1) assign a team of two or more caseworkers to investigate a
report, complaint or allegation of child abuse or neglect or
conduct a home visit of a child under DYFS' care; or
(2) make a request to a law enforcement authority that law
enforcement personnel accompany a caseworker during an
investigation of a report, complaint or allegation of child
` abuse or neglect or while conducting a home visit of a child
under DYFS' care.
