A CONCURRENT RESOLUTION RECOGNIZING AND PAYING TRIBUTE TO THE LEGACY OF LEADERSHIP OF MARSHALL L. FISHER UPON THE OCCASION OF HIS RETIREMENT AS DIRECTOR OF THE MISSISSIPPI BUREAU OF NARCOTICS.

     WHEREAS, Marshall L. Fisher, Director of the Mississippi Bureau of Narcotics since 2005 and valued public policy advisor, has announced his retirement after over 37 years of achievement including eight years of service to the State of Mississippi; and

     WHEREAS, without question, Marshall L. Fisher has been a leader on state and national drug policy issues, forging cooperation between law enforcement, physicians and other health care providers, and public health professionals.  His unique team-building approach has garnered him state awards such as the Jim Ingram Lifetime Achievement Award and national awards such as the National Methamphetamine and Pharmaceutical Initiative National Impact Award.  Though humbled by these honors, Fisher prefers the personal satisfaction that his work has saved the lives of people he may never know; and

     WHEREAS, Fisher served as the DEA Special Agent in Charge of overseeing all Mississippi operations and then, upon his DEA retirement in 2005, Governor Haley Barbour appointed Fisher as Director of the Mississippi Bureau of Narcotics.  Bringing 30 years of experience full circle, Fisher oversaw the restructuring of the Bureau including supervising MBN support for emergency operations during Hurricane Katrina and Hurricane Gustav revitalization of MBN's training program and SWAT Team, the creation of the Jackson Enforcement Taskforce and the initiation of the Fusion Center as a comprehensive state intelligence center.  Known as a team player, his efforts have empowered local, state and federal task force.  Targeting state drug trafficking, the Bureau took down statewide drug organizations and his professionalism raised the bar for drug enforcement across the south; and

     WHEREAS, Mississippi Bureau of Narcotics Director Marshall Fisher excelled as a Key Policy Advisor to two Governors and to the Mississippi State Legislature.  Fisher has played a decisive roll in all drug control legislation in the state for the last eight years, and the positive impact on Mississippi is beyond debate.  In 2010, wrestling with the devastating effects of meth-lab production, Fisher led law enforcement and healthcare advocates to propose placing pseudoephedrine on the state's Schedule III class of drugs so that it would require a prescription.  Four years later, Mississippi enjoys a 98% decrease in operational meth labs and an 83% reduction in meth incidents saving lives and state resources!  Fisher was a key organizer in Mississippi's 2012 Prescription Drug Summit which for the first time invited law enforcement and physicians to openly discuss the prescription drug abuse epidemic.  "We can't arrest our way out of this problem."  Fisher has often stated; and

     WHEREAS, the good will generated has united the Association of Chiefs of Police, Mississippi Sheriffs Association, Mississippi Boards of Medical Licensure, Nursing, Pharmacy, and Dental Examiners; the Mississippi Department of Health and Mental Health; drug court; numerous associations, health-related entities, insurance carries, in a trusting partnership with Fisher and Mississippi Bureau of Narcotics, daily reshaping Mississippian's enforcement activities health and future; and

     WHEREAS, the good will generated has united Mississippi Boards of Medical Licensure, Nursing, Pharmacy, and Dental Examiners; the Mississippi Department of Health and Mental Health; drug courts; numerous associations, health-related entities, insurance carriers, and the Mississippi State Medical Association in a trusting partnership with Fisher and Mississippi Bureau of Narcotics, daily reshaping Mississippian's health and future; and

     WHEREAS, we can never repay our debt to law enforcement officers and their families, but we must do what we can, with all that we have, to live our lives in a way that thanks them for their service: 

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby recognize and pay tribute to the legacy of leadership of Marshall L. Fisher upon the occasion of his retirement as Director of the Mississippi Bureau of Narcotics, and extend the thanks of a grateful state to Marshall for his enormous civic energy and record of achievement.

     BE IT FURTHER RESOLVED, That this resolution be presented to Marshall L. Fisher and his family, transmitted to the Commissioner of Public Safety and the Governor of the State of Mississippi, and be made available to the Capitol Press Corps.
