1.1A bill for an act
1.2relating to transportation; motor vehicles; eliminating barriers to the purchase
1.3of electric and plug-in hybrid electric vehicles by state agencies;amending
1.4Minnesota Statutes 2012, sections 16C.138, subdivision 2; 160.02, by adding a
1.5subdivision.
1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.7    Section 1. Minnesota Statutes 2012, section 16C.138, subdivision 2, is amended to read:
1.8    Subd. 2. Notice of state procurement policy in bid documents. All solicitation
1.9documents for the purchase of a passenger automobile, as defined in section 168.002,
1.10subdivision 24
; pickup truck, as defined in section 168.002, subdivision 26; or van, as
1.11defined in section 168.002, subdivision 40, issued under the jurisdiction of the Department
1.12of Administration after June 30, 2006, must contain the following language: "It is the
1.13intention of the state of Minnesota to begin purchasing electric vehicles, plug-in hybrid
1.14electric vehicles, and neighborhood electric vehicles as soon as they become commercially
1.15available, meet the state's performance specifications, and are priced no more than ten
1.16percent above the price for comparable gasoline-powered vehicles, and natural gas
1.17vehicles if the total life-cycle cost of ownership is less than or comparable to that of
1.18gasoline-powered vehicles. It is the intention of the state to purchase electric vehicles,
1.19plug-in hybrid electric vehicles, and neighborhood electric vehicles, and natural gas
1.20vehicles whenever practicable after these conditions have been met and as fleet needs
1.21dictate for at least five years after these conditions have been met."

1.22    Sec. 2. Minnesota Statutes 2012, section 160.02, is amended by adding a subdivision
1.23to read:
2.1    Subd. 21a. Natural gas vehicle. "Natural gas vehicle" or "NGV" means a motor
2.2vehicle under section 169.011, subdivision 42, that is capable of being propelled by natural
2.3gas, including compressed natural gas and liquefied natural gas.
