2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are saddened to learn of the death of Richard | ||||||
4 | G. "Dick" Rawlings of Jacksonville, who passed away on July 25, | ||||||
5 | 2014; and
| ||||||
6 | WHEREAS, Dick Rawlings was born on January 25, 1941 in | ||||||
7 | Franklin; he graduated from Franklin High School in 1959; and
| ||||||
8 | WHEREAS, Dick Rawlings served in the United States Army | ||||||
9 | until his honorable discharge in October of 1969; and
| ||||||
10 | WHEREAS, Dick Rawlings earned a Bachelor of Science degree | ||||||
11 | in civil engineering from Bradley University in 1971; and
| ||||||
12 | WHEREAS, Dick Rawlings subsequently returned to Morgan | ||||||
13 | County and selflessly dedicated his time and unique talents to | ||||||
14 | better his community, a place that loved him as much as he | ||||||
15 | loved it; and
| ||||||
16 | WHEREAS, Dick Rawlings worked as a civil engineer and land | ||||||
17 | surveyor for over 35 years and excelled as a leader in his | ||||||
18 | field; he served as president of the Illinois Professional Land | ||||||
19 | Surveyors Association and received the association's A. "Pat" | ||||||
20 | Patterson Illinois Land Surveyor of the Year Award in 1999; he |

1 | retired as an owner and partner of Benton and Associates, a | ||||||
2 | Jacksonville-based engineering firm, in 2002; and
| ||||||
3 | WHEREAS, Dick Rawlings was also prominent in Morgan County | ||||||
4 | for his unmatched dedication to volunteer work; and
| ||||||
5 | WHEREAS, Dick Rawlings served as chairman of Corridor 67 | ||||||
6 | Inc., a group that successfully expanded Route 67 under his | ||||||
7 | leadership; his distinctive combination of his knowledge in | ||||||
8 | civil engineering and passion for the betterment of his | ||||||
9 | community enabled him to envision and implement this project, | ||||||
10 | and many others, to an outstanding degree; and
| ||||||
11 | WHEREAS, Dick Rawlings was elected to 2 terms as Morgan | ||||||
12 | County Commissioner in 2006 and 2012; and
| ||||||
13 | WHEREAS, Dick Rawlings was a longtime member of the | ||||||
14 | Jacksonville Area Chamber of Commerce, where he received the | ||||||
15 | Circle of Excellence Award after volunteering countless hours; | ||||||
16 | and
| ||||||
17 | WHEREAS, Dick Rawlings was actively involved on the board | ||||||
18 | of directors for the Jacksonville Regional Economic | ||||||
19 | Development Corporation, the Passavant Hospital Foundation, | ||||||
20 | the Governor Duncan Association, the FBI National Citizens | ||||||
21 | Academy Alumni, and the West Central Development Council; and

1 | WHEREAS, Dick Rawlings was a member of the Meredosia and | ||||||
2 | Florence Bridge Replacement Citizens Advisory Committees, | ||||||
3 | American Legion, Veterans of Foreign Wars, AMVETS, the Elks | ||||||
4 | Lodge, the Moose Lodge, Rotary International, the Fraternal | ||||||
5 | Order of Eagles, Harmony Masonic Lodge 3 - Ancient Free and | ||||||
6 | Accepted Masons, the Scottish Rite-Valley of Springfield, the | ||||||
7 | Ansar Shrine, the Rasna Shrine Club, and ROJ Court 20; and
| ||||||
8 | WHEREAS, Dick Rawlings provided graveside military honors | ||||||
9 | to his fallen comrades as a member of the Combined Veterans | ||||||
10 | Ceremonial Team, a group proud to honor the fallen who have | ||||||
11 | helped the living; and
| ||||||
12 | WHEREAS, Dick Rawlings loved reveling in the tranquility of | ||||||
13 | the outdoors; he frequented his houseboat at the Alton Marina | ||||||
14 | with his family and friends; he enjoyed deep-sea fishing and | ||||||
15 | hunting; he loved the beauty of the Mississippi River and its | ||||||
16 | long history; however, he cherished his family most of all; and
| ||||||
17 | WHEREAS, Dick Rawlings was preceded in death by his | ||||||
18 | parents, Herman Stanley "Bill" and Mona (nee Mitchell) | ||||||
19 | Rawlings; a brother, William "Bill" Rawlings; and a | ||||||
20 | sister-in-law, Sherry Peck Rawlings; and
| ||||||
21 | WHEREAS, Dick Rawlings is survived by his wife of 38 years, |
| |||||||
| |||||||
1 | Diane Johnson; 2 children, Monica (Christopher Ryan) Carroll | ||||||
2 | and Michael (Holly) Rawlings; 3 grandchildren, Jackson and | ||||||
3 | Elaine Carroll and Nathanyle Loy; a sister, Marilyn (Darrell) | ||||||
4 | Smith; a brother, Robert "Bob" Rawlings; and several nieces and | ||||||
5 | nephews; therefore, be it
| ||||||
6 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
7 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
8 | we mourn, along with his family and his many friends in Morgan | ||||||
9 | County, the passing of Richard G. "Dick" Rawlings; and be it | ||||||
10 | further
| ||||||
11 | RESOLVED, That we honor Richard "Dick" Rawlings for his | ||||||
12 | meaningful service to the United States of America and his | ||||||
13 | local community; and be it further
| ||||||
14 | RESOLVED, That a suitable copy of this resolution be | ||||||
15 | presented to the family of Richard "Dick" Rawlings as an | ||||||
16 | expression of our deepest sympathy and gratitude for his | ||||||
17 | service.
