HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Robert P.
4"Bob" Neal, who passed away on September 3, 2014; and
5 WHEREAS, Robert Neal was born on May 18, 1939 in North
6Chicago and was a life-long resident of Wadsworth; his parents
7were Leo and Frances (nee Clarke) Neal; and
8 WHEREAS, Robert Neal served in active duty in the United
9States Navy from 1957 until 1961 and retired from the Naval
10Reserves in 1999; he later continued his service to his country
11by serving as President of the Lake County Council of the Navy
12League; and
13 WHEREAS, Robert Neal started Able Electronics in his
14basement and operated the business in Waukegan for over 25
15years; he was a member of the Lake County Board from 1982 to
161994; he served as Chairman of the Lake County Republican
17Central Committee for 8 years; he was also appointed director
18of the Illinois State Tollway Authority by Governors James
19Thompson and Jim Edgar and served for 10 years and worked for
20the Illinois Department of Natural Resources and Wetlands
21Research, Inc.; as president of Wetlands Research, he led the
22development of the Wetlands demonstration in Wadsworth and

1Gurnee and was honored with the naming of Neal Marsh in his
2honor; and
3 WHEREAS, Robert Neal's life-long commitment to his
4community started at a young age with the Boy Scouts, becoming
5the first Eagle Scout in St. Patrick's Troop 75; he served as
6President and State Vice-President of the Waukegan Jaycees,
7founded the Gurnee Jaycees, and was a member of the ZB Moose
8Club, the Knights of Columbus, Waukegan Masonic Lodge 78, and
9the Lake County Shrine Club; he was a charter member of the
10Little Fort Lions Club and a charter member and President of
11the Wadsworth Lions Club, where he received the Melvin Jones
12Award in 1996; he served as a Newport Township Volunteer
13Fireman, Board Member and President of the Newport Township
14Civic Association, and as Chairman and President of the United
15Way of Lake County Campaign; he was a founding member of the
16Coalition for Healthy Communities, President of the Waukegan
17Exchange Club, and President of the Newport Historical Society;
18he served as a trustee for the Village of Wadsworth, as Newport
19Township Supervisor, and as a Republican Precinct
20Committeeman; he was also a member of St. Patrick's Parish; and
21 WHEREAS, Robert Neal was an avid Chicago White Sox and
22Chicago Bears fan; he also enjoyed playing golf, especially
23with his friends in Sun City, Arizona and on the Pickwick Golf
24League at Willow Glen Golf Course; and

1 WHEREAS, Robert Neal was preceded in death by a daughter,
2Michelle Patrice "Miki"; his parents; and a brother, Clarke
3Neal; and
4 WHEREAS, Robert Neal is survived by his loving wife of 53
5years, Pat (nee Geissler); devoted children, Lori Neal, Cheri
6Neal, Cathy (Rodney) Karlstrand, Rob Neal, Jr., and United
7States Navy Lt. Joe Neal; adoring grandchildren, Billy Ditzig,
8Britney Ditzig, Michelle Swanson, Riley Karlstrand, Melissa
9Neal, and Rachel Depuydt; siblings, Bill Neal, Betty (Bill)
10Hoffmeier, Jim (Janet) Neal, Dorothy Desmond (Kevin Scott), and
11Rick (Deb) Neal; sister-in-law, Martha Neal; and many loving
12nieces, nephews, and extended family members; therefore, be it
13 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
14NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15we, along with his family and friends, mourn the passing of
16Robert P. "Bob" Neal; and be it further
17 RESOLVED, That a suitable copy of this resolution be
18presented to the family of Robert Neal as an expression of our
19sympathy.
