HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Sheriff Richard A.
4Randall on the occasion of his retirement as Sheriff of Kendall
5County; and
6 WHEREAS, Richard Randall is a native of Massachusetts; he
7and his wife of 46 years, Myrla, have lived in the area since
81968; in that time, he has served in a number of public safety
9roles; and
10 WHEREAS, After his honorable discharge in 1968 from the
11United States Air Force, where he reached the rank of sergeant
12and was a jet engine mechanic, Richard Randall was hired as a
13Yorkville police officer, where he managed to juggle his
14education at Waubonsee Community College, his career as a
15police officer with the Yorkville Police Department, and his
16growing family; and
17 WHEREAS, After graduating from Waubonsee, Richard Randall
18continued his education, earning a Criminal Justice Management
19Certificate from Aurora University and attending the FBI
20National Academy in Quantico, Virginia, where he graduated from
21the Academy's Law Enforcement Executive Development program;

1 WHEREAS, Richard Randall's career path led him to become
2Chief of Police for the Yorkville Police Department, where he
3served from 1979 until 1986, when he was elected to serve as
4Kendall County Sheriff; and
5 WHEREAS, Now completing his 7th term as sheriff, Richard
6Randall is the longest-serving sheriff in Kendall County
7history; this role has enabled him to work with regional,
8national, and international law enforcement agencies to fight
9crime; he also served as the executive co-chairman of United
10States local and state representatives for "Project North
11Star", an initiative to stop cross-border crime between the
12United States and Canada; and
13 WHEREAS, During Richard Randall's tenure as sheriff,
14Kendall County has experienced an incredible population boom;
15because of this, his staff has seen similar growth, rising from
1626 employees in 1994 to more than 130 staff members today; and
17 WHEREAS, Richard Randall's commitment to his community
18extends far past his duties as Sheriff; he has been a member of
19the Bristol-Kendall Fire Department, where he now serves as a
20volunteer captain; he was a past president of the Kendall
21County United Fund and a charter member of Yorkville Substance
22Abuse Via Education; he is a charter sponsor of the Kendall

1County Criminal Justice Explorer Scouts Post #1155; he is also
2a member the Yorkville Lions Club and the Kendall County
3Historical Society; and
4 WHEREAS, Richard Randall and his wife live in Yorkville;
5they have 3 children, Ryan, Kara, and Mark, and 3
6grandchildren; and
7 WHEREAS, Sheriff Richard Randall serves as a model of hard
8work, integrity, and dedication for the people of the State of
9Illinois; therefore, be it
10 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
12we congratulate Sheriff Richard A. Randall on the occasion of
13his retirement and wish him continued success and happiness in
14the future; and be it further
15 RESOLVED, That a suitable copy of this resolution be
16presented to Richard Randall as a symbol of our esteem and
17respect.
