Bill Title: Amends the Permanent Noise Monitoring Act. Provides that the Division of Aeronautics of the Illinois Department of Transportation shall provide residents of Illinois a method of submitting noise complaints concerning airports in the State to the Division of Aeronautics. Requires the Division of Aeronautics to develop and maintain a database of these noise complaints and submit a report on the contents of this database to the Governor and the General Assembly on December 31 of each year.

SYNOPSIS AS INTRODUCED:
620 ILCS 35/25 new

Amends the Permanent Noise Monitoring Act. 1 AN ACT concerning transportation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Permanent Noise Monitoring Act is amended by
5adding Section 25 as follows:
6 (620 ILCS 35/25 new)
7 Sec. 25. Noise complaint database.
8 (a) The Division shall adopt procedures for residents of
9this State to report noise complaints concerning airports
10within the State by telephone, mail, electronic mail, and
11direct submission via the Division's website. Information on
12how to report noise complaints shall be posted on the
13Division's website.
14 (b) The Division shall develop and maintain a database of
15noise complaints reported under subsection (a) of this Section.
16On December 31 of each year the Division shall report the
17contents of this database to the Governor and the General
18Assembly.
19 (c) The Department of Transportation may adopt rules to
20implement this Section.
