Bill Title: Amends the Anti-Crime Advisory Council Act to provide that the Council shall additionally advise and assist with the CPS Violence Prevention Hotline. Amends the School Code. Provides that in consultation with the Anti-Crime Advisory Council and the Chicago Police Department, the Chicago Board of Education must establish a hotline for the purpose of receiving anonymous phone calls for information that may prevent violence. Requires that calls that are placed to the hotline must be answered by the Chicago Police Department. Requires that each call placed to the hotline must be recorded and investigated by the Chicago Police Department. Provides that the hotline shall be known as the "CPS Violence Prevention Hotline" and its number and anonymous nature must be posted in all Chicago Public Schools.

1 | AN ACT concerning education.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Anti-Crime Advisory Council Act is amended | ||||||
5 | by changing Section 5 as follows:
| ||||||
6 | (20 ILCS 3910/5) (from Ch. 38, par. 1305)
| ||||||
7 | Sec. 5. Duties. The Council shall have the following powers | ||||||
8 | and duties:
| ||||||
9 | (a) to advise and assist in the creation of local | ||||||
10 | anti-crime programs,
such as Crime Stoppers, CPS Violence | ||||||
11 | Prevention Hotline, We-Tip and similar programs designed to | ||||||
12 | solve crimes;
| ||||||
13 | (b) to foster the detection of crime and encourage persons | ||||||
14 | through the
program and otherwise to come forward with | ||||||
15 | information about criminal activity;
| ||||||
16 | (c) to encourage the news media to promote local anti-crime | ||||||
17 | programs and
to inform the public of the functions of the | ||||||
18 | Council;
| ||||||
19 | (d) to assist local anti-crime programs in channeling | ||||||
20 | information reported
to those programs concerning criminal | ||||||
21 | activity to the appropriate law
enforcement
agencies;
| ||||||
22 | (e) to assist local anti-crime programs in promoting the | ||||||
23 | private funding
of local anti-crime programs; and

1 | (f) to assist drug alert programs such as D.A.R.E. and | ||||||
2 | other drug alert
programs or drug task forces composed of or | ||||||
3 | created by State or local law
enforcement agencies.

5 | Section 10. The School Code is amended by adding Section | ||||||
6 | 34-21.8 as follows:

8 | Sec. 34-21.8. Chicago public schools violence prevention | ||||||
9 | hotline. | ||||||
10 | (a) In consultation with the Anti-Crime Advisory Council | ||||||
11 | and the Chicago Police Department, the Board must establish a | ||||||
12 | hotline for the purpose of receiving anonymous phone calls for | ||||||
13 | information that may prevent violence. | ||||||
14 | (b) Calls that are placed to the hotline must be answered | ||||||
15 | by the Chicago Police Department. | ||||||
16 | (c) Each call placed to the hotline must be recorded and | ||||||
17 | investigated by the Chicago Police Department. | ||||||
18 | (d) The hotline shall be known as the "CPS Violence | ||||||
19 | Prevention Hotline" and its number and anonymous nature must be | ||||||
