Summary

Eliminates the authority of members of a legislative committee to administer certain oaths and affirmations to witnesses. Requires that persons addressing a legislative committee take an oath or affirmation of truthfulness. Provides criminal penalties for certain false statements before a legislative committee. Authorizes the use of a signed appearance card in lieu of an oral oath or affirmation, etc.
