Repeals provisions relating to Community Hospital Education Act; modifies timeframe for designation of rural hospitals; provides methodology for establishing hospital inpatient & outpatient base reimbursement rates; deletes requirement to develop plan to convert Medicaid inpatient hospital rates to diagnosis-related groups; specifies dates by which local governmental entities must submit letters of agreement for intergovernmental transfers & dates by which AHCA may correct errors in rate calculations for inpatient & outpatient rates; continues Medicaid disproportionate share program distributions for nonstate government-owned or operated hospitals eligible for payment on July 1, 2011; establishes Statewide Medicaid Graduate Medical Education program; revises Medicaid disproportionate share program distribution criteria for specialty hospitals related to tuberculosis patient services.
