147th GENERAL ASSEMBLY

SENATE JOINT RESOLUTION NO. 4

AS AMENDED BY

HOUSE AMENDMENT NO. 1


DIRECTING THAT ALL BUSINESS LICENSING REQUIREMENTS AND FEES BE ADMINISTERED THROUGH A SINGLE PORTAL.



WHEREAS, the "Blue Collar" Task Force was composed of four legislators, five Cabinet secretaries, eight representatives of business and labor groups throughout the state, and three additional public appointed members; and

WHEREAS, the Task Force met as a group and additionally held public hearings throughout Delaware to listen to the concerns of citizens and local businesses, both large and small; and

WHEREAS, the Task Force received extensive testimony that many of the annual fees and licensing permits from various state agencies are required to be paid at different times during the fiscal year, which leads to confusion and unnecessary burdens, particularly on small business; and

WHEREAS, the Task Force concluded that a single portal listing of all required annual fees of each Department be coordinated to a single date and containing information on all other fees; and

WHEREAS, Governor Markell has already addressed the burden of other regulations that were deemed unnecessary by state Cabinet agencies to provide better "customer service"; and

WHEREAS, the Task Force, as a result of its deliberation on this topic, believes that such a process, under the overall direction of the Secretary of Finance, could provide convenience andgood "customer service" for businesses seeking to pay their fees in an orderly manner; and

WHEREAS, the report of the "Blue Collar" Task Force recommends the creation of a single portal; and

WHEREAS, the Task Force identifies the needed co-operation and input of the following Departments in implementing and developing such a system: Departments of State, Finance, Natural Resources and Environmental Control, Transportation, and the Delaware Economic Development Office; and

WHEREAS, the Task Force recognizes that the creation of a single portal will require extensive IT work to implement such a portal;

NOW, THEREFORE:

BE IT RESOLVED by the Senate and the House of Representatives of the 147th General Assembly of the State of Delaware, with the approval of the Governor, that the Cabinet, working as a whole, coordinated by the Secretary of Finance, or other individual designated by the Governor, shall immediately undertake the necessary steps to accomplish this task and present to the General Assembly their preliminary recommendations for creation of a portal, including a time line for its implementation by October 1, 2014.
