147th GENERAL ASSEMBLY

SENATE CONCURRENT RESOLUTION NO. 60

ESTABLISHING A LOW-WAGE SERVICE WORKER TASK FORCE.



WHEREAS, many low-wage service sector workers are paid a median national wage of $8.80 an hour which, even at 40 hours per week, over 52 weeks per year, amounts to an annual income of $18,304; and 

WHEREAS, the federal poverty level for a family of four is $23,550; and

WHEREAS, one of the recommendations of the State of Delaware Child Poverty Task Force in 2009 was to establish minimum wage standards in Delaware that are above the federal minimum wage standard, to assist families and individuals below Federal poverty levels in achieving self-sufficiency; and

WHEREAS, the federal minimum wage is currently $7.25 per hour; and

WHEREAS, the Delaware minimum wage is $7.75 per hour, and will increase to $8.25 per hour effective June 1, 2015; and

WHEREAS, the cost of public assistance to families of workers in certain low-wage service sector jobs is nearly $7 billion per year, according to a study conducted by the UC Berkeley Labor Center; and

WHEREAS, increases in the income of individuals in low-wage jobs stimulates the economy because the additional income they receive is spent and put back in the economy to provide basic necessities such as food, clothing, and housing.

NOW, THEREFORE:

BE IT RESOLVED by the Senate of the 147th General Assembly of the State of Delaware, the House of Representatives concurring therein,that the Low-Wage Service Worker Task Force ("Task Force") be established to study and make findings and policy recommendations about the growth and nature of the low wage service sector as compared to other job growth and sectors in the State of Delaware; the demographics and rate of poverty of workers in low wage industries, the impact of low wage jobs on children, families and communities; the cost to Delaware taxpayers caused by the impact of low-wage jobs and the cost of state services used by low-wage workers; and the effects on the local economy.

BE IT FURTHER RESOLVED that the Task Force be composed of the following members:

1.       Two members of the Delaware Senate appointed by the President pro tempore, one from each caucus, and one of whom shall be designated to serve as co-chair,

2.       Two members of the Delaware House of Representatives appointed by the Speaker of the House, one from each caucus, and one of whom who shall be designated to serve as co-chair,

3.       A representative from the Office of the Attorney General, appointed by the Attorney General,

4.       A representative from the Department of Labor, appointed by the Secretary,

5.       A representative from the Department of Health and Social Services, appointed by the Secretary,

6.       A representative from the Office of the State Controller General, appointed by the Controller General,

7.       Two representatives from the AFL-CIO, appointed from the leadership of that organization,

8.       Two representatives from the Delaware State Chamber of Commerce, appointed from the leadership of that organization, and

9.       Two members of the public, one appointed by the President pro tempore of the Delaware Senate, and one appointed by the Speaker of the Delaware House of Representatives.

BE IT FURTHER RESOLVED that the co-chairs of the Task Force be responsible for guiding the administration of the Task Force which includes:

1.       Setting a date, time and place for the initial organizational meeting;

2.       Supervising the preparation and distribution of meeting notices, agendas, minutes, correspondences, and reports of the Task Force;

3.       Sending, after the first meeting of the Task Force, a list of the members of the Task Force and the person(s) who appointed each of them to the Director of Research of Legislative Council; and

4.       Ensuring that the final report of the Task Force is submitted to the Governor and General Assembly.

BE IT FURTHER RESOLVED that the Task Force shall begin meeting within sixty (60) days of the passage of this resolution, and shall issue findings and recommendations no later than October 31, 2014.


SYNOPSIS

This resolution establishes a Low-Wage Worker Task Force.
