HOUSE CONCURRENT RESOLUTION NO. 3

PROCLAIMING A DAY COMMEMORATING THE LIFE OF SAMUEL D. BURRIS, A FREE BLACK DELAWAREAN, WHO WAS A KEY CONDUCTOR ON THE "UNDERGROUND RAILROAD".



WHEREAS, Samuel D. Burris, an African-American, was born a free man near Camden, Delaware in 1808; and

WHEREAS, Samuel D. Burris was active in "Underground Railroad" activities in Kent County and throughout Delaware during the years prior to the Civil War; and

WHEREAS, Delaware law at that time provided for imprisonment and subsequent sale into slavery for a period of seven years of any "negro or mulatto" found guilty of assisting runaway slaves; and

WHEREAS, Samuel D. Burris was arrested in 1847 and found guilty of violating Delaware law after being caught assisting runaways; and

WHEREAS, on the day of the scheduled sale of Samuel D. Burris into servitude, a Wilmington Abolitionist named Isaac S. Flint won the auction and took Burris out of Delaware after his purchase with "abolitionist gold"; and

WHEREAS, Samuel D. Burris willingly risked his own life and freedom to aid others who were desperate to escape the scourge of slavery in Delaware and other states; and

WHEREAS, Samuel D. Burris lived the rest of his life in San Francisco, California with his wife and children, and died in 1868, having lived to see the end of slavery in the United States;

NOW, THEREFORE:

BE IT RESOLVED by the House of Representatives of the 147th General Assembly of the State of Delaware, the Senate concurring therein, that January 31, 2013 is designated as Samuel D. Burris Day in recognition of his unselfish actions in the face of great personal risk.
