The Bellefonte Charter has not been amended since its original passage in 1915, although the town received approval as a home-rule municipality in 1963. Two years ago, the Bellefonte Town Commission charged its Planning Commission to review the process and make recommendations for revision. In February 2014, the Town Commissioners approved the language reflected in this Bill. Revisions involve the replacement of a metes and bounds description, update of the election processes to comply with current Delaware Code, and removal of references to elected officials such as "alderman" and "constable," which existed when Bellefonte had its own police force, prior to the County assuming those duties. The Planning Commission undertook a review of approved charters from other municipalities in Delaware as models. In accordance with the powers granted to other municipalities, many new powers are enumerated in this Bill, which repeals and replaces the former, antiquated document from 1915.
