AN ACT ESTABLISHING A SEASON FOR THE TAKING OF GLASS EELS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. Section 26-128a of the general statutes is repealed and the following is substituted in lieu thereof (Effective January 1, 2015):

(a) No person shall take or attempt to take any [elver eel, glass eel or] silver eel from the waters of the state. Any person who violates the provisions of this section shall be fined not more than two hundred fifty dollars.

(b) Not later than July 1, 2015, the Commissioner of Energy and Environmental Protection may establish harvest restrictions and a limited access permit system for the taking of elver eel and glass eel provided such harvest is authorized for Connecticut waters by the Atlantic States Marine Fisheries Commission. Such limited access permit system may employ random draw to establish permit eligibility and shall remain in effect until such time as regulations are adopted by the commissioner, in accordance with chapter 54, to implement the provisions of this subsection.
