AN ACT

 

Making appropriations to the department of education for professional development in arizona's college and career ready standards.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Appropriation; department of education; teacher stipends and release time for professional development in Arizona's college and career ready standards; exemption; report

A.  The sum of $32,000,000 is appropriated from the state general fund in fiscal year 2014-2015 to the department of education for distribution to school districts and charter schools to provide funding for teacher stipends and release time for professional development in Arizona's college and career ready standards.

B.  School districts and charter schools shall request monies appropriated pursuant to subsection A of this section on a form specified by the department of education.  School districts and charter schools shall distribute the monies appropriated pursuant to subsection A of this section as either stipends or release time, subject to the following:

1.  The monies shall only be distributed to teachers who either:

(a)  Provide classroom instruction in kindergarten programs or grades one through eight.

(b)  Provide classroom instruction in grades nine through twelve in core academic subjects, including mathematics, English, language arts, science, social studies and other core subject areas.

2.  The amount distributed to each teacher shall be limited to forty hours of professional development and no more than one hundred twenty‑five dollars for each eight hours of professional development training. 

C.  The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations.

D.  The department of education shall report to the president of the senate and the speaker of the house of representatives no later than June 30, 2015 the number of teachers trained pursuant to the appropriation authorized in subsection A of this section.  The department shall provide a copy of this report to the secretary of state.

Sec. 2.  Appropriation; department of education; additional staffing

The sum of $3,000,000 is appropriated from the state general fund in fiscal year 2014-2015 to the department of education for 10 FTE positions to oversee and coordinate teacher professional development in Arizona's college and career ready standards and 20 FTE positions to hire master teachers to coordinate and provide training on a statewide basis in order to carry out the purposes of this act.
